Compulsory Registration Scheme
The Bureau of Indian Standards serves as an apex regulator of product quality and safety in India. BIS acknowledges several Indian Standards governing the quality and safety aspects of a variety of consumer and industrial products. BIS runs two types of product certification schemes viz. Compulsory Registration Scheme (CRS) and Voluntary Scheme. The former reinforces the safety guidelines for 74 regulated products belonging to electronic and IT regimes. Securing CRS registration for these products is mandatory before selling them in the Indian marketplace. Let us know more about the CRS in detail.
Understanding the significance of Compulsory Registration Scheme
BIS in association with the Ministry of Electronics & Information Technology (MeitY) rolled out a CRS that spans 74 products belonging to electronic and IT domains. CRS seeks testing and certification of all these products before manufacturers sell them out. CRS applies to both indigenous and overseas manufacturers of such products.
BIS continues adding more products that they deem fit for regulation. These notified products must undergo testing at BIS-recognized labs to prove compliance. The series of tests cited in the relevant Indian standards shall be performed on the notified product to determine compliance. If the test report comes out positive, the BIS grants the CRS certification to the applicant, indicating that the product complies with the relevant Indian standard and hence is eligible for ISI marking.

The following products are under the CRS certification. Manufacturers belonging to national and overseas territories must adhere to the CRS provisions to prove their products are compliant and safe to use.

How to register a notified product under the Compulsory Registration Scheme?
Applying for CRS involves adhering to the following steps. Please keep the above documents handy before you attempt these steps for registration.
Step 1: Identify Applicable Standards:
Knowing the right standard is important to avoid legal complications during the application process. You can refer to the above list to discover which standard(s) applies to your product.
Step 2: Testing and Documentation:
To ensure that your product qualifies for the CRS, your product must compiles with the testing requirements cited in the relevant Indian Standards. You can approach the BIS-recognized laboratory wherein your product will undergo the required test(s) to prove compliance. All you need is to submit some product samples to the lab and wait till the report generation.
Step 3: Apply for Registration:
Once you have collected the test report, you can head to the BIS portal to file an online application concerning the Compulsory Registration Scheme. While filling out the application, be mindful of the details you are facilitating. Any error or misleading information can prevent you from progressing in this registration process.
Anyway, after form filing, head to the payment gateway for the application fee submission. The fee may include the expenses concerning on-site vetting to be performed by the BIS officials to ensure compliance.
Step 4: Assessment and Verification:
BIS officials shall perform a detailed inspection of submitted dossiers, including test reports to determine compliance. In some cases, the officials may visit the production facility to vet the quality control process.
Step 5: Grant of Certification:
If the application and product adhere to the underlying norms, the authority shall register the product under the Compulsory registration scheme and grant the certification. Upon this, you will become eligible to use the standard ISI marking on your product.
