BIS Certificate

The Bureau of Indian Standards i.e. BIS is a statutory body responsible for formulating and inculcating safety and quality standards for a variety of consumer and industrial products. From toys to LED TVs, BIS regulates the quality and safety aspects of various products, fostering an environment of level field play and utmost safety for end-users. The fundamental goal of the BIS certificate is to ensure that the notified products adhere to strict quality standards and pose no harm to humans or the environment. Once registered, BIS allows the manufacturers to affix the ISI marking on their products, reinforcing that products adhere to strict quality norms. The ISI marking is a globally acknowledged indicator of quality, reliability, safety and trust.

An Overview of BIS certification schemes and product covered

BIS runs two certificate schemes namely the Compulsory Registration Scheme (CRS) and the Voluntary scheme. Under the CRS scheme, the product certificate is mandatory, which involves product testing and facility inspection. Alternatively, the certificate for the products under the voluntary scheme is not compulsory yet it is essential to make products stand out.  The table below embodies the products covered under the CRS.

6 Steps to secure the BIS certificate for notified

Securing a BIS certificate involves completing various steps, including application filing, product testing, facility inspection, etc. Typically, you would come across the following steps when applying for BIS registration.

Step 1: Application filing

BIS registration starts with the application filing, which you can complete on the BIS portal. While filing the online form, you will be required to furnish various details, including;

  • Company name
  • Registration numbers
  • Products being manufactured
  • Standard being followed
  • Quality management system
  • Equipment available
  • List of machinery
  • Test lab information
  • Staff details

The form submission also requires uploading supporting paperwork such as company registration, lab report, list of equipment, etc. The filing process ends with fee submission, which also spans expenses concerning facility inspection if required.

Step 2: Facility inspection

After receiving the application, the BIS officials initiate the inspection of the facility wherein the concerned product undergoes manufacturing. During the visit, the officials will also vet the testing facilities and equipment being used to perform product inspections.

Step 3: Dispatching products to a certified lab

If required, the official may pick some product samples from the finished lot and send them to the certified lab for testing.

Step 4: Product testing and report generation

The certified lab shall check the product for quality, safety and reliability corresponding to the applicable Indian standard. After completing the required tests, a report shall be generated wherein test results will be mentioned for review.

Step 5: Grant of BIS certificate

If the test result comes out satisfactory during review, the BIS shall grant the certificate to the applicant.

Step 6: Use of ISI mark

The grant of the certificate will enable you to use the ISI marking on the certified product. The marking should be done as per the BIS norms. The licensee cannot take any voluntary step in this context.

Documents required for BIS registration

  • Copy of the online submission acknowledgement
  • Business license or other government-issued address proof
  • Authorization letter from the CEO (if the application is not signed by the CEO)
  • Online-generated copy of Form VI
  • Brand name registration certificate, authorization letter, or agreement (for registered brand names)
  • Copy of trademark application, authorization letter, or agreement (for unregistered brand names)
  • Undertaking for the test report
  • Nomination form sealed and signed (for foreign manufacturers)
  • Certificate of registration (for Authorized Indian Representatives – AIR)
  • Affidavit cum undertaking (for AIR)
  • Copy of ID proof of the person signing the affidavit
  • Affidavit signed by the authorized signatory and authorization letter from the CEO
