The authority that grants the TEC accreditation for communications equipment is the communications Engineering Centre (TEC). This body reports to the Telecom Commission and Nodal Agencies, namely the Department of Telecommunication, the Ministry of Communications, and Information Technology, and is responsible for developing standards, requirements, and specifications for telecom products, networks, and services.  In this article, we will discuss about How to Get TEC Certification for Telecom Company.

The TEC certificate/TEC Certification has been a voluntary process since 1991. However, in accordance with the No. 10-1/2017-IT/TEC/ER that went into effect in 2019, the Mandatory Testing Certification of Telecommunication Equipment (MTCTE) statute has been implemented in stages.

Why is a TEC certificate required?

The TEC accreditation is essential for ensuring the safety of end-to-end consumers. It also reduces the radio frequency emissions of the equipment, ensuring the safety of users and the public.

The significance of the TEC certificate extends beyond the user’s or the general public’s safety. However, it prevents telecom equipment from compromising the functioning of other equipment. As previously proven, the TEC certificate ensures that telecom goods comply with applicable national and international standards and rules.

  • An authorization letter from the trademark owner is required if the production unit is not the owner of the trademark.
  • Product samples (for example, vade macum and accessories) for TEC certification.
  • Components of the safety criticals, as well as the PCB design and circuit schematic for the equipment.
  • A bill of materials (BoM) is required for TEC approval.
  • Information about Authorised Indian Representatives (AIR) (for overseas manufacturers).
  • The corporation issued a letter of authority for MTCTE obligations (Indian OEM and AIR for Foreign OEM).
  • Memorandum of Association (MoA) and Articles of Association (AoA).
  • Members of the board of directors/shareholders.
  • Agreement for the sale of a product in India between a foreign OEM and an Indian agent (AIR).

Voluntary testing certification types

TEC India oversees issuing approvals such as Interface Approvals, Certificates of Approval, Service Approvals, and Type Approvals. This certification process is entirely based on product type and interface technical standards. Certification is entirely dependent on the testing criteria and the conditions specified in the Technical standards.

Type Approval

Type Approval, which is erroneously referred to as the product’s Generic Requirement (GR), is the certification and testing of a telecommunications product in accordance with TEC’s Test Schedule & Test Procedure (TSTP) to ensure compliance with the Standard for Products/Equipment. Testing takes place on-site at the OEM’s facility or in a lab setting. Test reports for EMC, safety, and environmental testing from ILAC signatory accredited labs are also accepted.

Interface Approval

Interface Approval is the process of testing and certifying a telecom product for conformity with the Standard for Products/Equipment (erroneously known as the product’s Interface Requirement (IR)) in accordance with TEC’s Test Schedule & Test Procedure (TSTP). Testing takes place on-site at the OEM’s facility or in a lab setting. Test reports for EMC, safety, and environmental testing from ILAC signatory accredited labs are also accepted. Interface Approval may be required as a mandated certification by licence requirements, government bodies, or service providers.

Certificate of Approval (CoA)

This is the process of testing and certifying a telecom product according to the manufacturer’s specifications. This certificate is issued only when TEC does not have a Generic or Interface Requirement for the product. Testing takes either on-site at the OEM’s facility or in a laboratory setting. Test reports for EMC, safety, and environmental testing from ILAC signatory accredited labs are also accepted.

Technology Approval

Technology approval refers to the process of evaluating and certifying a prototype of a telecom product developed by the C-DoT or other R&D organisations. Technology Approval is issued in compliance with the applicable standard for the product, formerly known as the TEC Generic Requirement (GR). Testing takes place on-site at the OEM’s facility or in a lab setting. Test reports for EMC, safety, and environmental testing from ILAC signatory accredited labs are also accepted.

Process of TEC certification

The following two certification groups are distinguished based on the structure and complexity of the product:

Scheme for General Certification

Test reports from a recognised laboratory must be submitted in addition to the application materials in this group. With a few exceptions, practically all goods that require TEC certification fall into this category.

Scheme of Certification Simplified

In this category, a declaration stating that the products meet the TEC standards (Essential Requirements) must be submitted for TEC registration. Generally, product testing is not required. In India, only few items are currently covered by the Simplified Certification Scheme for TEC registration. These are the items:

  • Telefax machines
  • Telephones with two lines 
  • Modems (which can connect to a two-wire analogue line) 
  • ISDN subscriber terminals
